Thanks to recent regulations put in place by the EU, it is possible to emulate Windows 11 ARM on iPad.
Developer Shows You can Run Windows 11 ARM on iPad Using UTM with JIT
Recent changes to App Store guidelines mean you can install an app like UTM SE and virtualize Windows XP on a device like iPhone, iPad or Vision Pro.
However, a developer has demonstrated that you now can run the ARM version of Windows 11 on iPad as well.
In the EU, you can download and install third-party app stores such as ‘AltStore Classic.’ Once that is sorted, you can download UTM with JIT that allows you to run Windows 11 ARM on iPad.
While the experience isn’t the best there is, but it is Windows 11, that too in the ARM flavor, fully emulated on Apple’s tablet. Definitely something which isn’t meant to be but here we are anyway.

While emulation is a great way to run an operating system on a device that’s not meant to run something else in the first place, it’s just not the same as running software that’s fully native.
Performance issues are plenty; you can expect subpar battery life in all cases since your iPhone and iPad are running two operating systems at the same time.
For me, it’s the best party trick there is, especially if you show someone an operating system that is as old as Windows XP on an iPad.
