I was trying to set up a HomePod mini a while back and it kept on failing. Then I realized my Reminders app isn’t syncing, and so isn’t my iCloud Photo Library.
Turns out, it’s an iCloud issue and a lot of users are reporting about it. Give it a while and everything will be back online.
If you go through social media, users are also reporting that their Calendar isn’t syncing either, among other things.
Such outages are rare, but they do happen. If you were in the middle of something important, then you really have to wait this one out. There’s no other way around it.
If you frantically tried resetting your modem and Wi-Fi router as well, that’s not going to help with the situation either, nor will a VPN or switching to a cellular network.
